Execution drag has two interacting sources: friction in the work path and reduced access to skill in the people carrying it. Work can wait, loop, pile up, or return for another pass even when capacity is intact. The same conditions can also reduce access to the judgment, communication, creativity, and technical skill the organization already pays for.
The public model is simple: work enters a path. Friction can slow it directly and can also reduce access in the people carrying it. Both shape execution. Ordinary modern work can create the drag on its own through meeting-heavy calendars, stacked decisions, interruptions, unclear ownership, manager queues, priority collision, emotional load, and too little recovery. Reorganizations, mergers, layoffs, systems changes, and leadership transitions can amplify the pattern, but they are not required.
The Five Capacity Taxes are five overlapping business doorways into the same system: Meeting, Decision Density, Manager Load, Recovery Debt, and Forfeited Upside. They organize where cost may be concentrating; they are not five independent buckets to total.
The engagement is sequenced. Snapshot reconstructs one live priority and supports a credible local routing hypothesis, followed by a one-page readout within 24 hours and one 14-day routing experiment. The Four TestsHow we test the capacity effect.+
Queues, handoffs, approvals, rework, and too much work in progress can create execution drag on their own. The Four Tests answer a narrower question: are those conditions also reducing access to existing skill? ES makes that capacity claim only when all four tests are supported.
If a test fails, ES withholds the capacity classification. The failure does not erase structural evidence already found in the work path or identify the alternative cause by itself. The issue may involve capability, role fit, accountability, resourcing, technology, incentives, strategy, leadership, or another condition.
01Baseline shift
Capable people are performing below a level they sustained over time. A peak held together by exceptional effort should not automatically be treated as the baseline.
02Load signature
Errors, reversals, delays, or rework cluster under identifiable demand conditions such as stacked decisions, meeting-loaded days, manager queues, or context-switch-heavy stretches.
03Shared conditions
Multiple capable people exposed to the same operating conditions show the pattern. That strengthens the work-design hypothesis, but it still requires diagnosis rather than a headcount rule.
04Reversibility
The capacity hypothesis makes a testable prediction: after the relevant demand or flow condition changes, an agreed operating metric and the associated capacity pattern improve without replacing the people. The Pilot is where that prediction is tested.
A failed test says only that the capacity-mediated case has not been established. Structural drag already visible in queues, handoffs, approvals, work in progress, decision rights, or rework still stands. Where no sustained baseline exists, as with a new hire or new team, the framework limits the claim. Capacity Intelligence does not erase accountability. It improves the order and quality of diagnosis.
Why partial fixes miss
Each layer can help. The loop stays open when the layers stay separate.
Structure changes, analytics, training, manager development, and individual tools can all create value. Execution drag persists when none of them connects the work system, the manager, the individual, and the operating metric.
Structure without day-to-day operating redesign
Bain's January 2026 research found that 88% of leaders believed a reorganization would achieve its goals, while 36% of employees inside the new structure agreed. Bain's conclusion was that leaders often invest in structure while underinvesting in the workflows, decision rights, tools, clarity, and support required to make the new model work day to day.
The ES hypothesis: in some cases, queues, handoffs, decision density, low control, and inadequate recovery are part of that gap. The Snapshot and Diagnostic test the hypothesis rather than assuming routing is always the cause.
Individual support or telemetry without system change
Recovery tools, professional development, collaboration analytics, and workload telemetry can all be useful. They become partial fixes when the organization does not also change open priorities, meeting load, decision rights, approval queues, handoffs, and the manager practices that shape the next demand.
ES can use existing telemetry as an input. The distinction is the connected loop: diagnose demand, support the individual privately, change manager practice, redesign the work, and test whether an operating metric moves.

What the Audit Prices
Five Capacity Taxes
The Five Capacity Taxes are overlapping lenses and commercial doorways into one execution system. Meeting, Decision Density, and Manager Load can support a directional operating-cost floor. Recovery Debt is estimated separately only where turnover and longitudinal evidence can control overlap. Forfeited Upside is reported separately from client-supplied opportunities and assumptions.

Meeting Tax (coordination cost)
Coordination overhead can fragment the periods available for difficult work. The Audit examines meeting cost, decision yield, follow-up, and the strategic work displaced by the calendar.
Decision Density Tax (quality cost)
Reversed calls, missed flaws, delayed approvals, and rework can cluster under stacked decisions and fragmented conditions. The Audit tests that relationship against decision timing and operating evidence.
Manager Load Tax (delay cost)
Delivery delay, approval-queue age, after-hours work, and repeated escalation can reveal where too much demand is concentrating through one manager. The pattern is measured rather than inferred from the manager's title or demeanor.
Recovery Debt Tax (attrition cost)
Regretted attrition, replacement cost, lost institutional knowledge, and reduced resilience may reflect sustained demand without adequate recovery. The Audit estimates this only from turnover and longitudinal evidence, not from a single departure.
Forfeited Upside Tax (innovation cost)
The visible work can continue while customer signals, strategic initiatives, connections, and improvement ideas go unpursued. The value is supplied and approved by the client, then reported separately rather than automatically added to the operating floor.
Build the Cost Case
External studies can establish adjacent economic context; they cannot establish your ES loss. A 2025 CUNY/Johns Hopkins computational model estimated about $5.04 million in annual employer cost from employee disengagement and burnout in a modeled 1,000-person company. It did not measure ES capacity loss, the Five Capacity Taxes, or an ES intervention.
The calculator creates a directional exposure scenario from your assumptions and inputs. The Snapshot isolates directly traceable drag in one priority. The Diagnostic deepens the cost case. The Audit replaces assumptions with verified operating data where possible. The Pilot measures whether the agreed operating metric moves after the demand pattern changes.

Where The Risk Can Concentrate
Demand can concentrate in load-bearing roles.
Trusted managers, senior individual contributors, specialists, and experienced operators may receive the hardest problems, the most exceptions, and the rescue work. That makes them important diagnostic points. It does not prove that every high performer is depleted or that every miss is caused by load.
Look for observable patterns: approval queues aging behind one person, repeated escalation, rescue work outside the role, after-hours recovery of unfinished work, constant context rebuilding, and consequential decisions made after sustained demand. Those signals create a hypothesis the Four Tests and operating data can examine.
AI changes the demand profile; it does not predetermine the result. It can remove some task load while adding verification, exception handling, oversight, learning, and parallel-process work. ES treats the net effect as a work-design question to measure, not as an automatic productivity gain or an automatic capacity loss.

How The Fix Works

The fix operates at three connected levels. Work-system redesign cannot hold without manager practice. Manager practice cannot remove structural overload by itself. Individual tools protect and develop access, but they do not replace organizational redesign.
Organization: fix the recurring work path
Work Demand Design examines what enters, how much remains open, where work waits, who it passes through, how often it loops, which decisions require senior judgment, and how much operating margin the system allows. The intervention may sequence priorities, limit work in progress, reduce or delegate approvals, clean intake, redesign handoffs, assign queue ownership, protect strategic work, restore slack, or move low-value coordination. Additional staffing remains the right answer when verified demand is structurally larger than the system can carry.
Manager: manage demand and consequence
Managers reduce avoidable organizational noise, protect consequential work, clarify decisions, stop becoming the route for every small choice, add reset points, and decide whether the next task should proceed, wait, pair, simplify, or move.
These practices run on capacity an employee chooses to declare, observable workload and calendar conditions, and the complexity, reversibility, and consequence of the task. Manager cohorts develop the practices during the Pilot, and the License sustains them over time. Private app activity is never a manager input.
Individual: build, reset, and deploy capacity
Every licensed employee gets access to the ten Professional Skills Pillars and private in-the-moment capacity support. The development arc builds capability over time through Reset → Build → Thrive. The in-the-moment layer is for the decision, conversation, or piece of work already in front of the professional.
The app does not route a person into a zone. It helps the professional recognize the state already present, routes them to the appropriate intervention, and helps route the next work to what that state can safely support. The design principle is universal: Build for the floor, scale to the ceiling.
