Why Manager Training Hasn't Fixed the Manager Problem

Training can build skill. It cannot repair the work path—or guarantee access to that skill under load.

When decisions, approvals, exception handling, delivery coordination, and people leadership all concentrate in the same overloaded layer, the problem is bigger than manager behavior.

In a May 6, 2026 Inc. column, Marcel Schwantes summarizes findings from Work Institute's 2026 Retention Report. The article cites more than 15,000 exit interviews conducted in 2025 and a six-year data set of more than 120,000 interviews. It highlights career growth, work-life pressure, manager behavior and culture, and uncertainty about what AI means for a person's role. (Inc.; Work Institute)

The recommendations are sensible: make growth visible, improve the quality of manager conversations, set realistic expectations, and explain role changes clearly. That evidence supports the importance of management. It does not show that another round of manager training will repair the operating conditions around the manager.

Emergent Skills asks a narrower question. Where does a manager know what to do, yet the work system makes it difficult to do consistently?

Two forms of execution drag can coexist. Work-path friction can slow decisions, approvals, handoffs, and follow-through directly. The same conditions can also reduce a manager's access to judgment, composure, communication, and coaching skill. Training addresses skill. It does not automatically change either condition.

The Work Path Under the Manager Problem

A real career conversation is not a script. It takes attention, memory, and the ability to listen without rushing the employee toward the fastest acceptable answer. It requires a manager to hold the person's goals, the team's constraints, and the future path in mind at the same time.

Now put that manager inside the actual workday: back-to-back meetings, approvals waiting in three systems, exceptions arriving through Slack, several priorities still open, a new AI policy that has not been translated into role decisions, and a deadline that has already moved twice.

The manager is not only leading people. The manager has become a routing point for work. When too many decisions, escalations, reviews, and exceptions require the same person, the queue slows execution even if the manager is capable and fully available.

The load can then create a second effect. Constant switching, unresolved work, and repeated context reconstruction may reduce access to the skill the manager already has. The manager may become more cautious, ask for another review, postpone the hard conversation, or settle for the fastest workable answer. That extra review can enlarge the queue, and the queue can create more load.

The Zones Framework™ gives the individual a private language for identifying the state already present, choosing an appropriate intervention, and routing the next work to what that state can support. It is not a system for managers to infer or monitor an employee's private state.

The Reframe

Training can add skill. Delivered into unchanged overload, it can also add load. It does not, by itself, reduce work in progress, clarify decision rights, remove unnecessary approvals, clean up handoffs, or redistribute exception handling. Do not ask training to repair the work system.

Why the Same Advice Keeps Coming Back

Make growth visible. Have better one-on-ones. Communicate change clearly. Recognize effort before disengagement hardens. The advice keeps returning because much of it is useful.

The conditions around the advice often remain unchanged. Every exception still routes through one manager. Decision rights are still unclear. Meetings consume the hours needed for follow-through. Too much work stays open. Priorities collide, and the manager is expected to make the collision disappear without changing the system that produced it.

Those are not merely behavior problems. They are observable work-path problems. Work can wait in the queue, loop through repeated review, or stall at an overloaded approval point before anyone makes a claim about capacity.

The same conditions may also make managerial skill harder to reach in the moment. A manager can know how to explain a tradeoff and still deliver it poorly after a day spent absorbing escalations, reconstructing context, and making stacked decisions. That additional capacity effect must be tested rather than assumed.

At some point the manager is no longer only managing. The manager is buffering pressure from above, emotion from the team, and coordination failure from the side. The role becomes the organization's shock absorber and its bottleneck.

It looks like a manager problem. Check the work path first.

Skill, Access, and Conditions Are Different Problems

A manager can lack a skill. When that is the problem, training is an appropriate intervention.

A manager can also have the skill while the work path prevents good execution. Decisions sit in one queue. Authority is unclear. Handoffs return incomplete. Too much work remains open. Those conditions require operating redesign, not a better conversation model.

Capacity is a third question. Emergent Skills uses the term to mean variable access to existing skill in the moment. The manager's experience, judgment, and communication ability may still be intact while accumulated demand makes those capabilities less available when the consequential moment arrives.

The Evidence Guardrail

Flow evidence can establish structural drag in queues, approvals, handoffs, work in progress, decision rights, and rework. The Four Tests govern the additional claim that those conditions are materially reducing access to existing skill: baseline shift, a load signature, shared conditions, and reversibility after the relevant condition changes.

A failed test withholds the capacity claim. It does not erase structural evidence already found in the work path, and it does not identify the alternative cause by itself.

Managers act on capacity an employee chooses to declare, observable workload and calendar conditions, and the complexity, reversibility, and consequence of the task. They do not receive private app activity, individual Zone history, or live individual-state monitoring.

The Five Capacity Taxes

The recurring work patterns around the manager layer create operating costs. The Five Capacity Taxes show where those costs may land in the hidden economics of the workplace. They are overlapping cost lenses and five doorways into one execution system—not five root causes and not five independent totals to add together.

1. Meeting Tax

Coordination cost from meetings, alignment, checking, fragmented focus, and decisions deferred without output. For managers, the calendar can consume the hours needed for one-on-ones, preparation, and follow-through while displacing the delivery work that still has to happen.

2. Decision Density Tax

Quality and rework cost from stacked decisions, delayed approvals, reversals, missed flaws, and downstream cleanup. AI policy, staffing, customer exceptions, and budget tradeoffs may each be manageable alone; concentrated into the same decision window, they increase the chance of delay or another pass.

3. Manager Load Tax

Delay and queue cost when too much work, approval authority, escalation, and exception handling concentrate through one manager. The queue can be observed directly. Whether it is also reducing the manager's access to skill is a separate claim to test.

4. Recovery Debt Tax

Longer-term attrition and resilience exposure from sustained demand without enough recovery. It should not be inferred from one difficult week or a single survey. Credible estimation requires longitudinal operating, workload, and turnover evidence.

5. Forfeited Upside Tax

Missed future value when strategic work, customer signals, connections, ideas, and development opportunities never receive enough protected Green capacity to become real. This value remains separate and client supplied until it can be supported locally.

Emergent Skills identifies the primary work-path pattern first, then connects it to the relevant Tax exposure. That is how a vague concern becomes observable operating evidence: find the drag, test the capacity effect, change the conditions, and measure the result.

The Reframe

The retention question is not only whether managers know how to have better conversations. It is whether the role is designed so those conversations can happen, whether the work path leaves room for follow-through, and whether the manager can access the relevant skill when the moment arrives.

Reframe the AI question the same way. Clear communication matters, but so do explicit role decisions, decision rights, workload changes, escalation paths, and an honest account of what the technology will and will not change.

Engagement and retention do not reduce to one variable. Career opportunity, pay, work-life fit, manager behavior, role clarity, labor-market conditions, and other factors can all matter. The ES hypothesis is narrower: some of the same work conditions that slow execution may also reduce access to managerial skill.

Train the skill gap. Fix the work path. Test the capacity effect. Measure the result.

The Work Institute report and Schwantes's summary support the importance of career growth, manager behavior, and clarity. It does not validate the ES Zones, prove that capacity caused a resignation, or establish an ES outcome. Those are local claims that must be tested against operating evidence.

The better next move is not to stop training managers. It is to stop asking training to do the job of work redesign.

Don't Ask Training to Repair the Work System.
